NSIDC API Updated #2617
Description
The NSIDC appears to have updated their API and the urls we were pointing to no longer exist and return a 503 to us causing many test failures.

I did not find a "land" feature to correspond to the old test feature, but admittedly I did not look very hard. So it is unclear to me whether that is buried somewhere in their new API or not. This could be an easy update if someone knows the APIs and what they are looking for.
