[Bug]: imagemagick-lean v7.1.2-3 404 Not Found

Steps to Reproduce

PS> scoop install imagemagick-lean
Installing 'imagemagick-lean' (7.1.2-3) [64bit] from 'main' bucket
The remote server returned an error: (404) Not Found.
URL https://imagemagick.org/archive/binaries/ImageMagick-7.1.2-3-portable-Q16-HDRI-x64.zip is not valid

Possible Solution

#7300. Or maybe #7231.

I merged #7231 because it updates both imagemagick-lean and imagemagick. Could you please report back on if your issue is fixed or not?
