[BUG]: GitHub - Use ISSUE_TEMPLATE from ScoopInstaller/Extras instead

Prerequisites

• I have written a descriptive issue title.
• I have searched all issues/PRs to ensure it has not already been reported or fixed.
• I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour

Nirsoft apps are mostly GUI applications. It makes no sense to have the prerequisite from ScoopInstaller/Main about the binary being a command line app only.
