[BUG]: (probably) most manifests have broken persist

from a quick glance, most manifests have broken persist. instead of files, folders are being created, and settings never save

ideally, this should get fixed on a fundamental level instead of being handled in manifests: ScoopInstaller/Scoop#6179

@BoringBoredom thank you for the bug report. My guess is we need to take the logic found in #44 and add it to
https://github.com/ScoopInstaller/Nirsoft/blob/master/update.py

I don't have time to tackle this now, but if someone submits a PR I will accept it quickly (assuming it fits the bill).

imo, this should ideally be fixed in the main repo since pretty much every manifest is affected by this, but i guess temporarily adding pre_install checks is the way to go for now
