[Feature] run manifest without "url", or creat a special "url" parameters like "location/orther"

I want to create some self bucket app manifest ,like dependent pypi and npm and edge ,
like web PWA app, claude code and so on.
Install these software that doesn't need write url key in manifest

Describe the solution you'd like

I can bypass url by some methods , but Those are not in line with the principle of not increasing substance.
I expect to get some native way to deal with condition that doesn't need write url key in manifest.
