3.1.0-20260528 Does not install appropriately in Airgap mode

Describe the bug
3.1.0-20260528 Does not install appropriately in Airgap. When selecting "Airgap" install, the necessary files are not copied to disk.

To Reproduce
Steps to reproduce the behavior:
0. Be in disconnected environment without Internet connectivity, with media with validated signature

1. Complete Base OS installation
2. Run so-setup and choose "Airgap"
3. Setup fails to install dependencies
4. Fails to install Error: Failed to run install oracle_linux_onedir() security onion

Expected behavior
Install completes successfully when Airgap is selected and in disconnected (no Internet) environment
