Add an endpoint to get paginated list of offerings #11

Hi there! I'm opening this issue to request an endpoint to get a list of offerings with pagination. Currently, to get a list of offerings with their details, the only is to:
- get the list of offerings ids
- loop through the ids to get offerings' details individually
That's what we currently do in the marketplace, but it's quite error-prone and inefficient. @juanrasantana If you use a postgres DB to persist offerings, implementing such an endpoint is quite straightforward, since Postgres handles the pagination for you.
Just to be clear, we're not asking to replace the get offering ids endpoint, just to another one to make things more convenient.
Not urgent, but more convenient.
