Get job ID for process

An ILE API that may be worth wrapping:

• is the ILE pid same as PASE pid?
• could this be implemented in portlibfori instead?

Justification: get the data for calling CL process commands that operate on jobs w/ another process more easily?

@NattyNarwhal Also, this would let us do a "reverse lookup" from a PHP job to discover what script it was running. If we stored the job/pid/scriptname relationship somewhere. Correct? Many have asked for this, when they see huge CPU usage or locks in WRKACTJOB and wondered which script was doing the damage.

This wouldn't do anything for seeing inside of a PHP process, it would already provide what getjobid can do for PID->job translation, just in-process for PHP, for whatever reason.
