Migrate Comments as an Empty commands with comments

It would be nice to import comments - migrate comments as empty commands with comments.

Motivation

Now the comments are not migrated, which is a big loss of valuable informations.

Example

Existing comments in old tests we use as a helpfull documentation.

This feature was asked before, I would need more example of test cases with comments for tests.
This feature is very fragile, since comments are not parsed by xml parsers.
