Download Steam when not provided by OS or user didn't install yet

The plugin already downloads SteamCMD via https://steamcdn-a.akamaihd.net/client/installer/steamcmd_linux.tar.gz. Since OGUI uses steam to launch games also the latest steam-launcher is needed. We should also download that and prepare an installation of steam into the users home-dir when no steam installation was found. This way it will be more useful for the user not having to download Steam either from the distro repositories or flathub.

I think with #16 there is now code to bootstrap steam if needed. Calling code to trigger a download of steam_latest.tar.gz would be an easy task based on that code.

Here is a snippet of that function. Maybe the existing function for downloading steamcmd could use a variable to be reusable for other tarballs to get downloaded as needed, since my current code is a copy of that one:

We'll probably need to wrap something like that into an OSPlatform as there are many considerations for different immutable systems and package managers.

Based on Valve's documentation the unpacked version should work for most scenarios:

Unpackaged

Download the latest build, extract it, and run ./steam or type sudo make install.

This should work on most Linux distributions.

An installation is mostly not needed, unless OGUI is looking for some like /usr/bin/steam to launch the client.
I assume steamcmd is used for that, so looking for the steam bash script might not be needed at all.

That won't work in all cases and I don't really want to have to manage platforms and polkits for every distro or package manager around. I think we should be relying on distributions and/or users to ensure that Steam is installed if they want to run games with Steam. At most I'd say a notification that the Steam runtime could not be found and the plugin disabling itself would be the best option, that way the user is at least informed. If a distro is concerned about packaging the bootstrap in their system image or something they could add a first run script like YAFTI that ensures all the dependencies are installed prior to starting the session.

Having the plugin disabled when certain conditions are not given is certainly a good start ...
