Use AMDGPU power[1-2]_cap sysfs endpoints as a primary TDP control method before RyzenAdj #14
Description
Van Gogh APU's have power1_cap for STAPM and power2_cap for FPPT. We should default to these methods as they are more secure and may provide addition hidden functionality in ACPI as they are the intended interfaces designed by AMD for controlling TDP.
