[Requirements][Windows10] Compilation failed in "swift package plugin setup-skia" on Windows10.

Hello dev:

As the title mentioned, compilation failed in "swift package plugin setup-skia" on Windows 10.

The following is my environment configuration:

• Python 3.9.13

• Swift-6.0.3-dev , is the latest snapshot
  version that you highly recommended.

• Also install Windows platform dependencies

Finally, here is the screenshot of the failed compilation.

	The procedure entry point GetTempPath2W would not be located in the dynamic link library ...

It seems that Swift is using the GetTempPath2W API, which is only available in Windows 10 build 20348 and later versions:

I’ll take a closer look at this issue later. If convenient, could you also provide your Windows 10 build number? Thanks!

It's confirmed that this issue is caused by the swift-system package, which is a dependency of the ZIPFoundation package used for decompression. I have submitted a PR to swift-system to fix this problem.

As a temporary workaround, instead of running swift package plugin setup-skia, you can manually download and extract Skia-m126-6bfb13368b-windows-Release-x64.zip, copy all files from out/Release-windows-x64 into <repo>/.shaft/skia to make Shaft work. The resulting folder structure should look like this:

As a temporary workaround, modifying the file ${ProjectRoot}\.build\checkouts\swift-system\Sources\System\FilePath\FilePathTempWindows.swift direactly may be faster 🚀.
