Add a default config which creates a .cgcignore

We need to automatically stop node_modules, venv etc type of folders from being indexed, unless prompted by the user. This issue aims to fix it by introducing a default config option.

I would like to work on this issue. I will create a default configuration file that automatically generates a .cgcignore, ignoring folders like node_modules and venv unless the user chooses to include them. Please assign it to me.

We already have a .cgcignore file format, check for its existence and do call it whenever necessary...
