Create a docker container for the entire package+python 

A cool idea is to export the complete package as a docker container on the docker hub, reducing the resistance shown by people who don't use a python interpreter at all. The issue asks the contributor to make a docker container and add the steps to publish it on a docker hub, which I can directly push to docker-hub
