Revamp dashboard UI consistency

Unify dashboard styling across sections (QRM, metrics, active work, headers) to a single design language. Implement consistent Card/Section components, refreshed headers, drill-down stat cards, and cohesive layout for two rows of stats plus QRM. Also fix QRM status mapping to use normal/no_limit as appropriate.
