[install] add steps to install SigNoz on Oracle Cloud

Hi, I was checking out how to deploy SigNoz. I noticed that Oracle Cloud is not mentioned. https://signoz.io/docs/install/self-host/

Mostly the steps are same for any k8s cluster, I can try and if needed, update the documentation for overall community.
