Common utility to run container jobs

signalk-charts-plugin-simple runs container jobs with podman and pmtiles plugin runs them with docker. Both even invoke the same container.

This is inconvenient for the users and doesn't account for the variety of container engines / runtimes out there.

I think we should have a way for the server to discover or configure the available runtime, if any, and provide a way for plugins to run container "jobs", either batch or daemon.

This way we'd avoid plugin specific idiosyncranies.

As you know I am a huge OSS podman fanboy, as docker's free usage can be revoked in a single board meeting as follow up to their August 2022 decision.

Having this said, what's the idea?

• simply tell plugin what's locally available - could be none - and plugin shall react on it?
