Windows build fails

Description

Windows pipeline fails with C:/mingw64/bin/../lib/gcc/x86_64-w64-mingw32/12.2.0/../../../../x86_64-w64-mingw32/bin/ld.exe: cannot find /DUSE_SKYLINE: No such file or directory

Reproduction

Most recent pipeline run.

Expected behavior

The Windows Subsystem for Linux is sufficient to run the 1D solver from the command line, so we don't actually need a native Windows build for that. However, running the 1D solver from the SimVascular GUI might require this build.
