Port latejoin menu from Frontier as a CVar

Description

With multiple latejoin maps, the existing UI can become "Bricked" by being overcluttered and blocking latejoins, as seen on the EE Hullrot tests. We're planning to port the Frontier latejoin UI to deal with this, but having it as a cvar on official EE would be really nice.
