Add a GitHub action that creates a new Release when new tag is pushed. #222
Description
The release should:
- Attach the built RBZ as an artifact.
- Have some means of including notable changes for the release. This doesn't necessarily reflect each commit message. Maybe keep a Markdown document and extract info from there?
