Comments editing recenters incorrectly

When the Comments: box does not fix within the window, any typing in the section recenters the entire right 1/4th window back to the top, which means you can't see what you're typing in the Comments box.

To recreate, shrink the window down so that the full comment box can not be seen, scroll down to it, and type in the box.
