Add Stats Tracking Module

This has been implemented previously and is currently implemented in Coeus. It just needs integrated into the current version.

This is the META_STATS class in Coeus or Effectiveness tracker in the old DiscreteGnowee (development branch under optimization algorithms). Meta_Stats is probably a better starting point.
