Filtered client ownership option for RemoteProperty

I propose that for simplicity, there be functionality in ClientRemoteProperty for :Set with all the additional functionality including SetFilter
To achieve this, there should be some form of network ownership functionality added.

This is useful for two main reasons:

• Re-use of validation code on client and server for lag reduction
• Avoiding excessive client > server communication boilerplate code (e.g. config menu options)

I've not seen this in any remote property modules before, strangely.
