Okta Provider: Request for tag/release

Hello,
In the current release of the Okta provider there's some code that's throwing deprecations for PHP8.4 due to implicit nulls.
These have been fixed for a while though in master, just needs a tagged release so the changes can be used via composer/packages (without using dev branches).

As an aside, thanks for your ongoing efforts on this project @atymic, the long term maintenance effort is appreciated.
You have way fewer sponsors than you deserve.
I'd suggest adding a funding.yaml to this project leading to your sponsors page, so that your sponsors page is more readily available in when viewing this project.
