Environment Variables Configuration for all Run Configuration

Currently only few Run Configuration support overriding the environment variables.

For example this is not possible for npm and it's a different piece of code for each configuration.
When https://youtrack.jetbrains.com/issue/IJPL-211 will be available I'll be able to support this feature for all run configuration
