[Feature]: Make loadBalancerIP konfigurable

Feature Description

Hi Team,
we are trying do deploy solace pubsubplus in our kubernetes environment and we need to configure loadBalancerIP on the service "solace-broker" to be sure the IP does not change after it generates for the first time.

Please add the possibility to configure this value via values.yaml.

Use Case

Be sure the firewall rules continue to work after generating once.
