Permit building without local 'libiberty' [Debian Patch] #52
Description
Make it simple to build nvptx-tools with the installed instead of the bundled libiberty.
Namely, I noticed that Debian has:
Package: nvptx-tools / 0.20240810-2
no-local-libiberty.diff
patching Makefile.in to use the installed instead of the just build libiberty (i.e. -liberty instead of -Llibiberty -liberty)
