spacecraft-standard: rebuild bundles to v1.21 (were stale at v1.18)

The SKILL.md source was synced through v1.19/v1.20/v1.21 (commits
d0740f0, bc5564f, 4bee503) but the .zip/.skill bundles were never
rebuilt — they shipped v1.18, so every consumer installing from the
bundle missed §5.5 Package Distribution, the MCP Servers / Lode /
Sonde / Vault §13.1 registrations, and the microsoft-rust-guidelines
cross-reference. Rebuild both from the current v1.21 source.
