feat(android-skills): vendor Google's Android skills verbatim under android-skills/

Vendor all 19 skills from github:android/skills (commit 79bee21, 2026-07-06)
into a new android-skills/ directory, flattened one category level so each
leaf skill sits directly under android-skills/<leaf>/. Content is byte-for-byte
identical to upstream (verified by SHA-256 over all 176 skill files + LICENSE);
no SKILL.md, references, frontmatter, or embedded examples were edited.

This is wholesale vendoring, not adaptation, so per Steelbore Standard §4.2 the
upstream Apache-2.0 license is preserved as-is with no relicensing:
- LICENSES/Apache-2.0.txt added (upstream verbatim); REUSE.toml gains an
  android-skills/** override (© Google LLC, Apache-2.0). reuse lint clean
  (519/519 files covered).
- android-skills/CREDITS.md is the shared §15.3 credit for the collection
  (author, license, source, provenance commit, upstream→vendored path map).
- android-skills/README.md is the catalogue (mirrors grok-skills/README.md).

Wiring:
- flake.nix: detect android-skills (excluded from cross-platform detection),
  expose each as packages.android-<leaf>, add HM option
  spacecraft.construct.enableAndroid that merges them into the canonical
  ~/.agents/skills/ tree (same open-standard SKILL.md format).
- Root README.md: new "Android skills" subsection alongside "Grok skills";
  kept out of the §2 first-party catalogue.
- CONTRIBUTING.md: add android-skills to the drift-sweep skip list (no
  .zip/.skill bundles — Google's android CLI installs from upstream).

Verified: flake eval lists 19 leaves; sample packages build (incl. the
references-less edge-to-edge); reuse lint clean; drift sweep clean.
