v1.27: register Loran Pages subdomain (§15.1)

Add the Loran Pages row (Loran-Pages.SpacecraftSoftware.org) to the
§15.1 Project Pages table and a v1.27 changelog entry; bump version and
date in the frontmatter and masthead. Paired with the new row +
reference links in Spacecraft-Software/Projects PROJECTS.md.
