Integeration tests errors on simple_past_tense.py

We have had to set the integration test on simple_past_tense.py
to Convert SpinnmanTimeoutException or SpiNNManCoresNotInStateException
to SkipTest as it happens much much too often.

Also have to do it for visSemPhon.py
