Comment-less Voting Cleanup

• Completes task started with issue Allow voting w/o a comment #356 and work done on PR Allow commentless votes #366 by @ThePletch.
• Goal to save on first vote click, then move to optional Comment entry where that save is independent per discussion on PR Allow commentless votes #366.
• Reason: Avoid user confusion if they have saved or not.
• Small CoffeeScript cleanup per this code comment.
