Release new stable

Last release was made 2 years ago, and I'm trying to root out all `-SNAPSHOT` dependencies in the build of https://github.com/VazkiiMods/Neat so I can enable Gradle checksum verification :)

I tried using a random 0.2.1 snapshot I found but it has deps on -SNAPSHOT versions of its internal libs like resolver-core.
