Add Papra template to Community Applications

Hello Squid,

I would like to submit my template for Papra, a lightweight document management solution (DMS), to be added to Community Applications.

Template file: templates/Papra.xml
Icon: icons/papra.png (served via raw.githubusercontent.com link in template)

Notes:

The template has been tested locally and all required paths (db, documents) are correctly configured.

The "App Base URL" is left for the user to configure manually, as some may want to use a reverse proxy or a custom domain.

Let me know if any changes are needed to comply with CA requirements.
