After installing windows-build-tools apps won't open

After installing the latest version of windows-build-tools (3.1.0) Mattermost and Slack, two application using Squirrel to install/update have stopped working.

I removed the folder C:\Users\xxxx\AppData\Local\mattermost and than tried to install it, but i see the installation starting ad shutting down immediately.
I then tried to copy the entire folder from another pc where windows-build-tools wasn't being installed and the mattermost.exe starts.

I suppose there is a problem when update.exe is executed.

I found the same problem in: slack, mattermost and postman

@andrew19881123 is this issue still happening with the most recent version of Squirrel and the apps tested?
