Sharding for index launches?

Does sharding require the task it be an index launch? What's the relation between select_sharding_functor and index launches? It would be great if more explanation could be added to the manual.

There's no coverage yet in the manual for control replication (I'm pretty sure I mentioned this in my Legion talk at the retreat). We need to add that component as a whole and this is just a part of that.
