Resample summary plots in client #95
Description
Somewhat surprisingly, summary utilization plots can be a bottleneck when over-sampled in the current implementation. This can happen, for example, when navigating to the deepest zoom level in a static profile and viewing an interval that crosses multiple tile boundaries.
It would be good to implement client-side resampling so that we can stop worrying about how much data we generate on the server. If done correctly this could also enable higher fidelity rendering in static profiles.
