[DOC] Support Matrix for libc, compiler, OS, etc

The current build instructions do not have any mention of minimum required versions of C++ language support, libc, compilers, etc.

Even if it is exactly the same as Legion, this needs to be stated and linked. Legion also needs a detailed breakdown of this information if it does not already have one.
