Position of the header on the *mobile* layout

We have $wgCitizenHeaderPosition for desktop (left, right, top, bottom).

It would be great to have the equivalent for mobile (probably just top and bottom). I think I'd probably choose top rather than the current setting which is bottom.

I was able to change it using CSS but was worried about knock-on effects about where everything else is positioned!
