You need the PHP intl extension.

That indicates that the PHP intl extension is somehow missing. You can try updating ICU or alternatively you can disable the number formatter through $wgCitizenUseNumberFormatter

I tried to reinstall the intl and update the icu, but the problem was still unresolved. I will change $wgCitizenUseNumberFormatter to false, the problem is resolved. But what difference does this make to the citizen?

It turns off localized format function for the stats.

Without it, it'll just default to English.
