Bug: OPT OUT message edits do not save

When an admin attempts to edit the default message we use for OPT OUT, after saving, the message reverts back to the standard OPT OUT message.

Ideally, we would like these edits to save, as there are cases where a modified OPT OUT message meets the needs of a specific campaign.

Here's some more detail.
The update was saved, but wasn't immediately reflected in a Texter's UI. After any round trip to the server, I saw the new message.

I followed these steps on a local dev setup running bare metal (not Dockerized).

• In Chrome emulating an iPhone 5, browse to the Texter view.

• Follow steps to get some responses, and click on RESPOND from the Texter Home Screen.

• Click Opt Out and observe the Standard Message.

• In a different browser, as an admin, click on Settings in the side menu

• Click on the current Opt Out message

• Edit the message

• Click the Save button

• Back in the Texter browser. Observe the old, unedited Opt Out message.

• Click the right arrow to see the next response. Click Opt Out. Observe the old message.

• Wait for a minute. The client will poll the server for updates every 20 sec.

• Click the right arrow again. Click Opt Out. Observe the new message.

Ok so this is a bit more complicated then and might require some scaling-sensitive changes to increase the amount of polling that the client does.
