Bug: Canned response scaling

Describe the bug
When a campaign has over 100 canned responses in it, canned responses become very slow and hard to work with.

To Reproduce
Steps to reproduce the behavior:
Work with a really large number of canned responses and see the scaling bottleneck.

Expected behavior
Canned responses should stay usable and fast at any scale

Additional context
@matteosb mentioned the Warren campaign using React Virtualized to solve this problem.

@ibrand Looking for it now but I know someone's working on a feature for bulk updating canned responses. I'll link to it here once I can, in hopes that it'll be related to your feature request.

Also-- not sure if the react upgrade might help with this scaling issue?
