Problem
Admins can get shortcut buttons to show up using a set of rules and some syntax tricks. Let's lower the learning curve and offer admins an interface for organizing the responses that texters see and a way to easily define a set of shortcut buttons.

Solution
Design is in the works... something like a table with the responses sorted by type (survey or other), ordered top to bottom in the same order that texters would see, a checkbox for responses that get a shortcut button, and the label for each shortcut button that will be displayed.

This would also open the door for texters to modify which shortcuts they see (would be a separate feature, but if we can include them via an admin interface, we could also let texters customize via similar checkboxes and label fields)
