Dynamic assignment feature arbitrarily sends "already messaged" prompt despite texts being available

When using dynamic assignments, texters report that after sending a series of texts (sometimes 50, sometimes a bit more) some get the message screenshot below. This happens despite texts still being available to send within the Spoke campaign, and the texter is set to MAX. This occurs on both phone and computer setups.

@ErikKirkstein we've seen that too - often seems to be related to running campaigns with large lists, and perhaps it's slowness with the query generating new initial sends. We've avoided that mostly by splitting larger lists and running multiple campaigns cloned from the original with .csv portions of the original larger list.

Interesting, Joe! When you say " splitting larger lists" have you found a sweet spot? Right now we do about 20k-ish per Spoke campaign

Zephyr Teachout's campaign also uses 20k and has found that works well for them. It also helps ensure that assignment sizes don't get too large as large assignments really slow things down for texters.

#1533 will make a few changes to dynamic assign that will make the numbers more predetermined so this wouldn't come up
