Use sysroot in CMake builds

According to this page, CMake builds must be modified to better take into account the usage of Conda distributed compilers.

This will probably needed in build using SCons too.
This will first be tested with libclanglite and python-clanglite builds.
If it is the case, this will need to be changed in scons-tools .
