Hello having issue with SteamRE

I am trying to download some files and i am having issue and not downloading anything. When i run the following Appendage it just exit's with no resolve. It does create the Depot folder but does not actually download anything.

-app 33900 -depot 33901 -manifest 357000457446013132 -filelist file.txt

file.txt:

Keys/bi.bikey
Keys/bi2.bikey
readme.txt

[NedFlanders2]

Ok i was using the wrong app designation.
