Windows-11 `qemu` builder is missing

In windows_11.json there is no builder with the type "type": "qemu",, which I need to create a virtual machine to run with vagrant using the libvirt provider.

Is there a technical reason why windows-11 has not been added for qemu?

I don't use the qemu builder, so I don't know if there are technical reasons. I'm open to contributions :-)
