I don't know the direct answer to your question, but, FWIW, the website you linked works fine for me (both from Mauritius and via a German VPN).

Works for me as well (Austria). Any downtime on their side can be expected to be short. These are the master source. You may find data copies elsewhere, but we don't know them either without your search engine.

From Paraguay, South America, we have not been able to access this site for months. Using VPN via the USA, I am able to access it, so it seems to be a regional block that the MPC has activated on their website.

If you have no alternative connection, you can select Gideon van Buitenen: comets as the source. It is less complete, however.

I'm in Chile and having similar issues. Yesterday I contacted support at MPC, and they told me they have had to block lots of IP address ranges due to issues with LLM bots hitting their servers.
