The PR check doesn't support multiple news entries per PR.

As seen in #267, the action pr_towncrier.yml doesn't support multiple news entries per PR. See the mentioned PR in #267 for more information. In short, the action should support multiple change files per PR, like:

• changes/267.misc.1
• changes/267.misc.2

Can we use Towncrier itself for this? I.e., does it have some kind of verification? Perhaps towncrier build --draft is of use here.
