[Bug]: Disabling analytics doesn't work

Installation Method

Docker fat

The Problem

      - SYSTEM_ENABLEANALYTICS=false
      - SYSTEM_ENABLEPOSTHOG=false
      - SYSTEM_ENABLESCARF=false

Doesn't stop the UI from connecting to Posthog + it keeps "Enable metrics" enabled

Setting this in the UI also doesn't work.

Stirling-PDF still connects to Posthog (and posibly scarf).
